Doha, Qatar – 11 May 2026 – The Ministry of Sports and Youth has signed a Memorandum of Understanding with Qatar Career Development Center (QCDC), founded by Qatar Foundation, to strengthen national partnerships that support youth empowerment and enhance young people’s readiness for the evolving needs of the labor market.

The agreement supports the implementation of Qatar’s National Youth Policy action plan and broadens cooperation between the two entities in career guidance and vocational readiness. It is designed to help prepare competitive national talent and advance Qatar National Vision 2030 by supporting the country’s transition toward a knowledge-based economy.

Under the MoU, the two sides will collaborate on career exploration programs, joint capacity-building initiatives, and efforts to guide young people toward educational and career pathways that match their aspirations and the needs of the labor market. The agreement will also support the inclusion of persons with disabilities in training programs and promote the exchange of expertise through specialized events and workshops.

The MoU further strengthens institutional coordination between the two entities through specialized programs that equip youth-sector professionals with career development skills. It also introduces a stronger focus on impact measurement, with program outcomes to be assessed through indicators such as beneficiary numbers, employment placement rates after training, and participant satisfaction with the quality of programs delivered.

Commenting on the agreement, Ahmed Mohammed Al-Harami, Assistant Undersecretary for Youth Affairs at the Ministry of Sports and Youth, said: “This MoU reflects the Ministry of Sports and Youth’s commitment to building purposeful strategic partnerships that strengthen youth empowerment and prepare young Qataris for the evolving demands of the labor market. It also supports the implementation of Qatar’s National Youth Policy action plan, which places youth development at the center of national progress. We believe that investing in young people’s skills, capabilities, and career awareness is a fundamental pillar of sustainable development.”

He added: “Through this cooperation, we look forward to launching innovative programs and initiatives that help young people refine their skills, strengthen their competitiveness, and access broader opportunities for their future.”

For his part, Saad Abdulla Al-Kharji, Executive Director of QCDC, said: “The signing of this MoU marks an important step in advancing our shared efforts to embed a stronger culture of career guidance among young people. By helping youth make informed educational and career decisions, this partnership contributes to developing national human capital that is prepared, adaptable, and capable of responding to the changing needs of the future.”

The MoU forms part of the Ministry of Sports and Youth’s efforts to strengthen Qatar’s youth empowerment ecosystem and expand partnerships with national institutions, in a way that promotes integration and enhances the quality and impact of youth-focused outcomes.
