The Youth Affairs Department at the Ministry of Sports and Youth has launched the “Jeel Mubader” (Initiative Generation) program, one of the national initiatives aimed at empowering Qatari youth and building their capacities in designing and implementing youth-led initiatives with a positive societal impact. The program aligns with Qatar National Vision 2030 and the Qatar National Youth Policy.

The program’s training courses run from January 18 to February 2, 2026, with the participation of a group of Qatari youth, under the supervision of a select group of certified and specialized trainers in the fields of initiatives, innovation, and community development.

The “Jeel Mubader” program aims to qualify participants and enable them to transform their creative ideas into practical, implementable initiatives that contribute to addressing community issues and enhance the role of youth as active partners in national development. The program also focuses on developing skills in leadership, teamwork, creative thinking, strategic planning, resource management, and the marketing and promotion of initiatives.

The program consists of several integrated phases, beginning with registration and participant selection based on specific criteria, followed by a training phase that includes specialized workshops covering key areas such as selecting initiative ideas, defining objectives, implementation mechanisms, impact measurement, and action plan development. The program concludes with a judging and evaluation phase for the proposed initiatives.

Through this process, the program will contribute to launching six innovative youth initiatives aligned with the pillars of the Qatar National Youth Policy and capable of being implemented on the ground. This will further enhance youth participation in community service and reinforce values of responsibility, citizenship, and leadership.

The “Jeel Mubader” program is supported by several national entities. Qatar University provided support by supplying the program team with a group of specialized advisors, judges, and facilitators, including Dr. Mohammed Ahmed Salim Al-Ghouti, Dr. Ihab Hamed Salem Ali, and Mr. Yasser Al-Qawasmi.

Qatar Foundation also participated by providing judge Aisha Al-Mudhahka, while the Qatar Volunteer Centercontributed judge Mu’eidh Al-Qahtani during the judging and evaluation phase.

In a related context, Nama Center presented several forms of cooperation and post-program support for participants, including the provision of specialized training courses that will significantly contribute to developing participants’ skills and enhancing their readiness to implement their initiatives.

As for the centers affiliated with the Ministry of Sports and Youth, their services will be available to support participants through the Innovation Incubator at the Scientific Club, youth tourism programs provided by Qatar Youth Hostels, and the Friends of the Environment Center. The Director of the Entrepreneurs Club also welcomed cooperation and expressed readiness to provide services and attract initiatives related to entrepreneurship.

The organization of the “Jeel Mubader” program comes within the Ministry of Sports and Youth’s ongoing efforts to support and empower national youth talents, invest in their ideas and initiatives, and strengthen their active contribution to societal advancement and the building of a sustainable future.

For his part, Fawaz Al-Musaifri, Director of the Youth Affairs Department, affirmed that the launch of the “Jeel Mubader” program stems from the Ministry of Sports and Youth’s firm belief—represented by the Youth Affairs Department—in the importance of empowering Qatari youth and investing in their energies and creative ideas. This contributes to reinforcing their role as active partners in the national development journey, in line with Qatar National Vision 2030 and the Qatar National Youth Policy.

He added that the Youth Affairs Department was keen to design “Jeel Mubader” as an integrated platform aimed at building youth capacities and qualifying them to transform their ideas into practical initiatives with positive and sustainable community impact, by equipping them with the necessary knowledge and skills in leadership, planning, innovation, and community engagement.

He further noted that the program represents a model of integration and cooperation among various national entities, expressing pride in the partnerships and support received by “Jeel Mubader” from academic and community institutions—reflecting a shared commitment to supporting youth, empowering them, and providing a nurturing environment for the growth and development of their initiatives.

Concluding his remarks, Al-Musaifri emphasized the Youth Affairs Department’s ongoing commitment to launching high-quality programs that meet youth aspirations and respond to their needs. Through “Jeel Mubader,” the department aspires to graduate an aware, proactive generation capable of creating tangible positive impact and contributing effectively to community service and the building of a more sustainable future for the State of Qatar.
